2. What's different about this programme?

long term vision (at least 10 years)
3 year funding now guaranteed communities themselves decide what is needed and are helped to realise their ambitions partnerships dominated by community / voluntary interests, making decisions
"encourages creativity, risk taking and imaginative approaches"
integrated approach to addressing poverty and the factors that cause it


3. Where is the Focus?
build the confidence and self esteem of those living in the community and developing a "can do" culture encouraging education for all and skill training for work creating job opportunities improving housing and the surrounding environment improving health and well being through an active and healthy lifestyle, and by addressing a range of issues that affect people's health making communities safe and secure places in which to live, work and play driving forward changes to the way in which public services are delivered


4. Who should be involved and who should Lead?
- Community Groups/ residents (money is avaialable now to develop local skills) - Voluntary Organisations -Public Sector Bodies (where there has been little community development, the local authority in the first instance may need to take the lead)
- Private Sector


5. What needs to be Done?
Establish a Partnership with community representation at least equal to that of any other group
establish "memorandurm of
partnership"within 6 months
partnership to select an accountable body to apply for and spend funding
develop a Community Action Plan and if necessary a Capacity Development Plan
Appoint a Communities First Coordinator/Development Worker to bring together the plans, to support implementation, report progress and achievements
Community Action Plan must have a long term vision (10 years) medium (5 years) and 3 year short term goals
