| Scotland leads on community-led regeneration! |
An alliance campaigning for community-led regeneration has been formed in Scotland amid claims statutory agencies are failing the nation’s poorest.
Development Trusts Association Scotland (DTAS), social enterprise network Senscot and other organisations have created a coalition called Local People Leading. The alliance said long-term improvements in deprived areas would only be achieved if land and assets were handed over to residents.
It claimed the community sector had been demoted in Scotland by top-down initiatives while the opposite had happened in England, demonstrated by the launch of a £30m fund allowing residents to take over assets from local authorities.
Angus Hardie, director of DTAS, said: ‘The Scottish Executive’s regeneration policy statement, People and place, is full of empty rhetoric about engaging local communities that isn’t followed up with action. ‘Residents must be given a real stake in their areas by taking control of land and assets so they can generate their own income and become independent of the state.’

Mae Cyngor Gwynedd yn bwriadu cynnal arolwg i geisio darganfod faint o ddefnydd syn cael ei wneud o'r iaith Gymraeg mewn archfarchnadoedd drwy'r sir. Pwyllgor cynllunio ardal Dwyfor sydd wedi gwneud y cais gan eu bod wedi derbyn cwyn bod llawer o arwyddion yn siop Asda ym Mhwllheli yn Saesneg yn unig.
Cysylltodd mudiad Cyfeillion Llyn â'r cwmni fis Tachwedd i gwyno nad oedd digon o Gymraeg i'w gweld yn y siop gan yrru copi o'r llythyr at y cyngor. Mae Asda wedi syrthio ar ei fai gan addo cyfieithu llawer mwy o arwyddion.
Mae nifer o arwyddion dwyieithog yn y siop ond mae amryw hefyd yn uniaith Saesneg. Dywedodd Llywydd Cyfeillion Llyn, y cyn Archdderwydd Robyn Lèwis: "Roedden ni wedi deall gan Asda drwy'r wasg cyn iddyn nhw ddod (i Bwllheli) eu bod nhw'n derbyn bod hon yn ardal lle'r oedd tua 70% yn siarad Cymraeg fel iaith gynta ac y byddid yn defnyddio'r Gymraeg yn fwy eglur na'r Saesneg drwy'r siop.
"Cymrais arnaf fy hun i fynd draw ar ôl iddi agor i edrych dros fy hun i ba raddau yr oedd y Gymraeg wedi cael ei defnyddio. "Mae'n wir bod rhai arwyddion eitha mawr yn rhai dwyieithog ac wedi cael eu gwneud yn arbennig ar gyfer y siop. "Ond roedd 'na sbel dros 100 o wahanol arwyddion oedd heb eu cyfieithu o gwbwl ac yn uniaith Saesneg - pethau fel 'Canned Fruits', 'Dog Food' ac yn y blaen."

Cafodd tri o bobl eu harestio yn ystod protest gan aelodau o Gymdeithas yr Iaith Gymraeg ym Mangor. Hwn yw'r diweddara mewn cyfres o brotestiadau gan y mudiad sy'n galw am Ddeddf Iaith newydd. Roedd aelodau wedi gorymdeithio drwy'r ddinas ddydd Sadwrn cyn meddiannu mynedfa archfarchnad Morrisons. Dywedodd llefarydd eu bod yn protestio ynglyn â diffyg arwyddion dwyieithog.
Cafodd posteri eu gosod ar ffenestri'r adeilad.
Dywedodd Heddlu'r Gogledd fod tri o bobl wedi eu harestio am achosi difrod troseddol.

Three people have been arrested during a protest in Bangor, by the Welsh Language Society, Cymdeithas yr Iaith Gymraeg. It was the latest in a series of protests by the group, calling for a new Welsh Language Act.
They targeted the Morrisons supermarket in the north Wales town, to protest against the lack of bilingual signs. North Wales Police confirmed three people have been arrested in Bangor for minor criminal damage offences. The three were arrested after posters were fixed to the Morrisons store in Upper Bangor during the protest. The society said demonstrators gathered in the city centre and then marched to stage a sit-in at the supermarket's entrance. A spokeswoman said they were angry that Morrisons had failed to implement Welsh language policy at its Welsh stores.

| Balanced development to help tackle inequalities |
Plans for an alternative economy driven by social justice, wellbeing and environmental sustainability have been drawn up by a left-leaning pressure group.
The Compass Group says the market economy has delivered massive inequalities in wealth and is neither inevitable nor desirable.
‘Despite increased material affluence, we are living in a social recession. Markets are increasingly the master of mankind, rather than the other way around. In the good society the economy is a means to social justice, quality of life and environmental sustainability, rather than an end in itself.’
An alternative economy, it argues, would put people first. This could mean halting ‘dysfunctional’ growth in London and southeast England in favour of balanced development to help tackle inequalities in wealth by ‘relocating enterprise, government, and national scientific, technological and cultural investment towards the poorer regions’.
There would be no special tax breaks for social enterprises. Instead, all companies would be made more accountable for their actions, facing higher taxes and tough legal penalties for environmentally damaging behaviour.
The knowledge economy would also be re-engineered to facilitate a ‘knowledge society’ in which resources and opportunities were spread widely rather than being held or owned by a privileged few.
And a standing commission on the quality of life – modelled on the Low Pay Commission – would bring together employers, unions, government and others to recommend voluntary and regulatory action to improve life for all.

| Fund people at the coal face, not snouts at the trough |
 Funding for the voluntary sector should be directed away from infrastructure organisations and towards those struggling to survive on the front line, according to a leading anti-poverty charity.
Many second tier organisations (STOs) face difficult issues of quality, credibility, conflict of interest and overwork and a number of seem to have lost their sense of purpose and focus.
The claims, by City Parochial Foundation (CPF), came in a report just published, which said small groups in particular feel their voices are not heard while funders and outside agencies decide what they need. It also revealed a lack of clarity about where appropriate support for different kinds of groups at different stages of development might be found.
‘There are many STOs but who they benefit, how they do it and when their intervention is appropriate is unclear to those who might seek their help,’ it said. ‘This encourages haphazard working in the sector.’
The report recommended that over time, funding should increasingly be directed to front line groups to put them in a stronger position to purchase the help they need, from the source that can best provide it.
It called on funders to accompany the move towards putting ‘purchaser power’ in the hands of front line groups by supporting a process of education about the significance of the role of STOs – especially councils for voluntary services – in promoting the voice of the voluntary sector.

Wakefield District Community Online (WDCO) is a new website from Wakefield Metropolitan District Council. It allows local groups and organisations to promote events, jobs, local news and activities that residents can browse at their leisure. They can also build, develop and maintain their own website free of charge.

| Land for People Ltd get cash boost. |
|
A non-profit company that aims to increase affordable housing with greater community control has been awarded grants totalling £40,000 by Minister for Social Justice and Regeneration, Edwina Hart.
Land for People Ltd will pilot three Community Land Trust (CLT) demonstration projects in Powys. CLTs have been successful in America and England and offer access to housing for people who find it difficult to compete in the local housing market.
CLTs use land gifts or public grants to secure land and build new houses or renovate old ones for sale or rent. The Trust retains the freehold on the land so that on resale, the value of the property is reduced by the land value. (I'd personaly like to wish Jonathan Brown and the rest of the team good luck in the new Powys pilots...ed)

These are the findings revealed in a report just out by the Bevan Foundation, -
Scrutiny of major Welsh Assembly policy statements revealed virtually no action to tackle low pay or pay differentials, the report said. Issues of job quality are narrowly addressed in terms of skills, avoiding discussion of job security, hours worked, job mobility and so on. And nowhere ‘is there any reference to employee rights, or indeed more than passing reference to equality at work’.
The rationale for getting people into employment was not social justice but to improve GDP, it said. ‘Insofar as there is concern with social justice, it is presented as somewhat unsophisticated ambitions to “help people into jobs” by reducing economic inactivity and to “improve job quality” by raising skill levels. And on some key aspects of social justice there is silence,’the report found.
A social justice agenda for the economy and employment in Wales would include the pursuit of full employment, ending poverty pay and ‘recognition and respect: the right to safe, fulfilling work, free from discrimination, harassment and fear’, the report suggests.

| Engaging local communities, listening and responding to citizens |
Rural communities are often small and dispersed and can be difficult to reach for a local authority with scarce resources. The recent Welsh index of multiple deprivation showed the wards at the western tip of Llyn are the worst with regard to access to services in Gwynedd. They were the highest ranking in any of the 7 deprivation categories. However, facilitation has been successful where there has been a commitment to building long-term engagement with these communities.
A continuing dialogue enables local people to see the decision-making and investment as legitimate. Consulting communities regularly builds confidence and thus, the process strengthens effective governance. People do, however, suffer from 'consultation fatigue' with shallower cross sections responding, thus distorting results.
Engaging communities can be time consuming and resource hungry for councils. And consultation will be quickly seen through if it is in any way token. Nevertheless effective engagement can be done on a relatively modest scale by supporting communities to take the lead. Local initiatives lend their own 'stamp' and when implemented effectively enhance results with richer and more detailed information.
Listening to customers can be measured by the tangible difference made to the actions that are planned and implemented. The engagement process should take the opportunity to add value to proposals, and develop greater ownership and responsibility. Statutory responsibilities tailored and enhanced for local needs.

| E-government in England = county councillors' own websites / blogs! |
The Office of the Deputy Prime Minister (ODPM), stated that, by the end of December 2005, every English authority must “provide every councillor with the option to have an easy-to-manage set of public web pages that is either maintained for them or that they can maintain themselves”.
The councillor.info project is one initiative helping local authorities meet this requirement. To date it has provided over a 1,000 councilors in 21 authorities in England with the facility to develop their own website.
The initiative was launched during local democracy week in 2003 by web solutions provider Poptel Technology with the support of the Local Government Association (LGA) and ten pilot authorities.
The project provides councillors in participating authorities with access to a simple content management system, which allows them to publish a website providing basic information about their work as a councillor.
While the councillor’s website has a distinct identity from that of their local authority, links between the two are encouraged. The content management system also gives publication rights to officers of the participating council, allowing them to publish links to news and information about the services of the authority on the councillor’s site.

Sawl gwaith da chi 'di clywed pobi yn cwyno nad oes digon o adeiladwyr, seiri, plymars a trydanwyr ar gael pan mae rhywun eu hangen nhw? Wel, mae Partneriaeth Cymunedau'n Gyntaf Pen Llyn am wneud rhywbeth am y peth.
Dros y misoedd diwethaf cynhaliwyd gwaith ymchwil o fewn y diwydiant adeiladu i ddarganfod os oedd modd datblygu cynllun prentisio lleol i sicrhau fod yna gyfleon yn cael eu cynnig i bobl ifanc yr ardal, ac os oedd modd hwyluso'r gwaith o hyfforddi prentis o ochr y cyflogwr.
Mae'r bartneriaeth bellach wedi Iansio cynllun 'Cyswllt Prentisio' fydd yn cynnig gwasanaeth paru er mwyn dod a darpar brentis a chyflogwr at ei gilydd ac mae cynlluniau hefyd i ysgafnhau'r baich gweinyddol sydd ynghlwm a chyflogi prentis. Mae'r bartneriaeth hefyd yn cydweithio yn agos gyda Ysgol Uwchradd Botwnnog, sydd am y tro cyntaf eleni yn cynnig cwrs TGAU mewn Adeiladu. Byddwn hefyd yn cydweithio gyda'r ysgol i gynnig cyrsiau gyda'r nos i rai sydd eisoes yn gweithio o fewn y diwydiant.
Mae cynlluniau eisoes yn cael eu Ilunio i ymestyn y cynliun i gynnwys diwydiannau eraill, gan ystyried y gwersi ddysgwyd hyd yma.
Bydd rhoi cymorth i brentisiaid heddiw yn gofalu fod gwaith parhaol ar gael i'r dyfodol a na fydd yr ardal yn dioddef o brinder crefftwyr.

| ACCIDENT WAITING TO HAPPEN...can be AVOIDED |
This has just arrived, and is yet another example of how the built environment in Morfa Nefyn is being vandalised. Concerns have been raised by people all along Llyn about the size and nature of the luxury holiday flats development on the Linksway site, a well known landmark. It now appears as though another equally well known and much loved landmark, the Bay Tree in Morfa is now also under threat.
This has been sent to us by concerned residents in Morfa-
The Bay Tree restaurant, Morfa Nefyn, designed/constructed in 1935, with distictive character including its single-storey appearance in conjunction with an interesting flat roof and internally positioned chimney layout ... is one of the very few remaining buildings of any historic interest in the villiage of Morfa Nefyn. The Bay Tree has similar design characteristics as The Moranedd cafe, Criccieth (1948) [now a Grade II listed building] and, although that 'flat roofed cafe' was designed by Clough William-Ellis, in my opinion 'our local landmark building' The Bay Tree ... deserves similar special consideration.

| Empowerment - how can communities take control? |
That is the title of a one day seminar to be held at at NEWI, Wrexham, on Thursday 17 November 2005.
The strap line that is being used is -
“Communities themselves are deciding what is needed and are being helped to realise their ambitions"
- Edwina Hart, Minister for Social Justice & Regeneration.
Details of this seminar came to me by e-mail today.
Call me a dyed in the wool synic, but how exactly does this fit in with a letter I was given last night from Edwina Hart, who refuses to fund a proposal that was made after exhaustive community consultation, based on questionairs, public meetings and as the result of nearly 3 years work by the local communities first partnership.
She writes - "nid oeddwn yn fodlon cefnogi'r cais gan fy mod i'n teimlo bod y gweithgareddau yn perthyn yn agos i'r gwasanaethau prif ffrwd a ddarperir gan awdurdodau lleol. O'r herwydd, teimlaf y dylai'r darparwr prif ffrwd, sef Cyngor Sir Gwynedd yn yr achos hwn, fod wedi darparu'r arian ar gyfer y gweithgareddau y cyflwynir cais ar eu cyfer. Mae'r ffaith bod y Cyngor Sir wedi cefnogi astudiaethau Tai Fforddiadwy mewn ardaloedd nad ydynt yn rhai Cymunedau yn Gyntaf ym Mhen Llyn a'r ffaith nad yw'r cymunedau sy'n rhan o'r rhaglen wedi'u cynnwys yn ategu fy marn. Mae hyn yn awgrymu camdybiaeth sef y bydd y rhaglen Cymunedau yn Gyntaf yn cefnogi ceisiadau yn y dyfodol am gymorth ariannol oddi wrth ardaloedd Cymunedau yn Gyntaf. Nid diben cyllideb Cymunedau yn Gyntaf yw ategu ffynonellau cyllid prif ffrwd na chyfrannu cyllid ar eu cyfer.
Mae'r bartneriaeth wedi pwysleisio pwysigrwydd y broblem o ran tai yn y cais. Cyfrifoldeb yr Awdurdod Lleol yw ystyried safbwyntiau y bartneriaeth a blaenoriaethu ei raglen fel y bo'n briodol. "
I'm not sure exactly what was lost in the translation there Edwina, but that seems like pass the buck to the local govt. to me! Perhaps the voluntary members of the local communities first Partnership could stump up the "Cost: £245 + VAT for public sector organisations; £125 + VAT for registered charities, community groups and students." - that the seminar will cost?.
They would probably all be able to grasp the meaning of - " Communities themselves are deciding what is needed and are being helped to realise their ambitions"

| Red tape is stifling innovation! |
Red tape is stifling innovation and putting people off voluntary and community sector work, an independent task force warned this week.
Launching the Better Regulation Task Force’s latest study, chair Sir David Arculus said too much bureaucracy could have ‘a negative impact’ on the public’s willingness to volunteer and the sector’s ability to make a difference to people other sectors fail to reach.
The study said poor, unresponsive regulation could hamper social innovation, especially in poorer areas where residents depend more on the third sector. Some 61% of people who responded to a task force survey thought regulation inhibited social innovation.
In one example, the report described how the environmental regeneration charity Groundwork is weighed down by nine separate pieces of regulation and ten regulatory bodies. Such burdens could lead to service cuts, it said, as is happening with Citizens’ Advice Bureau's being forced to cut opening hours to cope with the burden of paperwork.

| Enabling the community to influence the design of its own town centre? |
Imagine Gwynedd County council allowing the community a chance at influencing the development of it's own town centres. They could express their needs on developing the marina in Pwllheli, The Queens in Aberdaron, The dock area in Caernarfon or the Milenium park in Penrhyndeudraeth.
Is this too much like sci-fi?....., not if planners think outside of the box and follow the low-cost route shown by Ellesmere Port and Neston Borough council. The cost? ...£1,300 in staff time, using a software demo that would only cost £800. The benefits?.... engaging with it's citizens and enabling the community to influence the design of its own town centre.
Ellesmere Port and Neston Borough Council decided to make improvements to four key areas of public space in Ellesmere Port town centre and was keen to ensure that all stakeholders were engaged in the refurbishment process. To set the ball rolling the Town Centre Partnership, councillors and the council’s town centre staff, such as parking wardens, were given disposable cameras to take snaps of the things they liked and disliked about the town centre. The architects' department had the job of turning these ideas into design proposals. They decided to try computer graphics software they had seen advertised that could be used to prepare visual aids and which they believed would help people to visualise and better understand the proposals.

| Community cohesion: A new framework for race and diversity |
Regeneration practitioners must work harder to bring communities together rather than simply trying to avoid conflict, the UK’s leading expert on community cohesion has warned.
Ted Cantle, an associate director of the Improvement and Development Agency (IDeA), the chair of the government’s community cohesion review team said - ‘Our model of multiculturalism has been one of respecting difference which has translated into one of keeping your distance. We haven’t managed to promote commonality between groups.’
In his report for the Home Office on the 2001 riots he found communities in Burnley, Bradford and Oldham led what he called ’parallel lives’ with very little interaction.
People should be strongly encouraged to learn English so that they can participate more fully in democracy, said Mr Cantle, although he shied way from making this compulsory.
And he argued for greater distance between community politics and community leaders. ‘We have tended to focus on building community leaders to represent different groups and that has militated against people being involved themselves in the political sphere. We have created community leaders who are probably unrepresentative,’ he said.

| Pwllheli needs to integrate with the surrounding areas. |
Towns must find ways to spread the benefits of business improvement districts beyond their centres if they are to become a key tool for regeneration, campaigners have warned. With bi-weekly calls for new ideas for Pwllheli being made by many people and organisations, It seems as though a less focused individual approach should be shelved in order that a wider economic view may benefit all in the future.
Kate Braithwaite, director of the Carnegie Commission for Rural Community Development, said Bids were an example of how market towns should approach regeneration.
Speaking at Action for Market Towns’ annual convention on Friday, she urged delegates to break free from the shackles of government programmes. ‘Communities that build their own momentum attract the interest of potential funders, but if you are beholden to agencies to determine your future, you will experience only changing goalposts, retrospective funding and deep frustration.’
